Meeting the Challenge of Permanency Planning in Cases Involving Parental Incarceration

Child welfare officials can prepare to work within the requirements imposed by ASFA by developing specialized strategies for dealing with cases of parental incarceration. Some preliminary suggestions for approaches to permanency planning in the context of parental incarceration follow.

Identify the Caseload of Children

Identifying the caseload of children of incarcerated parents seems like an obvious suggestion, but a significant difficulty in developing legal and policy approaches for handling these cases is the lack of reliable data. Child welfare agencies do not routinely compile this information, so it is impossible to say with certainty how many cases in a given county involve children of incarcerated parents. Specialized approaches cannot be developed without this information.
